In today's society, it is very common to hear someone refer to another as a retard. When it is said directed toward someone it is usually said to someone with no mental problems at all, or just a friend that you are joking around with, but does that make it okay to say it? No it does not. Even when calling a friend a retard it is still wrong, this is because you are making it seem like a person who is mentally ill or has a learning disability is not good enough to be referred to as a normal human and they should be treated differently. But in reality, mentally disabled people are created just as equal as everyone else.
Though you cannot ban a word from the English language, you can find ways to try and stop people from saying them. President Obama passed Rosa's Law in 2010, which eliminates the use of the words "retarded" and "retardation" in federal health, education and labor laws. It made it so you have to find a better why to describe the word retard. In everyday life people will call their friends a retard, but a way to stop this is by making people aware of how that word can really hurt them, and you can tell them that it is an offensive word so they should stop using it.
